no, haven't experienced freezing @ welcome screen frozen spinning dots in build nor in previous builds. have you, in previous builds ?  previous build ?

what type of machine using in have freezing issue ?

when did problem arise ? right after upgrading build 16199 ? 

do have third-party anti-virus, anti-malware software installed ? 

what troubleshooting steps have taken on own resolve issue ?
