Windows edge repair - Microsoft Community

my system uses windows 10 pro , has been plagued poor or non-existent functions.  might have complicated system simultaneous though configured nor conflict iolo system mechanic pro, adguard 6.x and norton 360 premier. 

ms edge has been totally non-functional.  tried suggested method above , noticed no changes.  upon entering above powershell prompt, error message appeared:

add-appxpackage : deployment failed hresult: 0x80073d0a, package not installed because windows
firewall service not running. enable windows firewall service , try again.
error 0x80073d0a: failed install package microsoft.windowsstore_11610.1001.10.0_x64__8wekyb3d8bbwe because the
firewall service not running. ensure firewall service enabled , started.

my system has considerably slowed down , oftentimes not respond different commands or refuses follow pathways on installed programs' websites. 

i have removed iolo system mechanic pro situation or damage remains.  system has latest upgrades needs repair or re-install compromised files.
