in order eliminate in-use files, boot windows 10 install media, use shift-f10 command prompt, , use rd /s /q c:\$windows.~bt and rd /s /q c:\windows\softwaredistribution to rid of traces of incoming build. first check if c: still windows volume in mode.
also, running disk cleanup administrator command prompt might clear more files help. use cleanmgr /sageset and check options, followed cleanmgr /sagerun to delete of them.
it's worth checking if sfc /scannow completes , doing dism restorehealth fix things if sfc fails fix issues.
then run windows update troubleshooter , upgrade now.
i assuming no standard issues, such non-microsoft antivirus, sd cards inserted, usb devices, etc.
edit: standard fix use msconfig to clean boot, eliminates non-microsoft services , all startup items task manager.
