how internet shortcuts on desktop open in full screen mode every time vs. have them truncated , having expand them each time?

grab corners of window , drag full screen size. not use maximize. close other windows first via taskbar , 1 last. windows remember size used of last window closed next time open program.
   

or, whichever shortcut using launch window, right click , select properties. under 'run' drop-down, choose "maximized".
