Slow video downloads - Microsoft Community

i have windows 10. browser ie. video downloads slow. yesterday went computer , clicked on accounts , passwords , saw green loading line took 2 minutes load. videos open 4 seconds of movie , movie stops , see progress bar loading 20 seconds 3-4 seconds of movie. constant. thoughts
