Why do ratings of apps in certain pages like "Extension for - Microsoft Community


hi forum.  in looking @ ratings of apps in attached image noticed there discrepancy between stars shown , actual ratings.  in image, adguard adblocker shows value greater 4.5 , pinterest save button shows value greater 3 ( little bit of 4th star colored blue ) yet rating of respective apps 4.5 & 2.9.  of june 19, 2017.  interestingly when click on app , @ stars within app shown accurately.  faulty algorithm on summary pages, attempt make apps better, or else ?  

on same image adblock, first app, has rating of 4 stars, upon clicking adblock app rating looks barely above 3 stars ( see attached ).
