hi rosman,

this issue may hardware or software related given settings , issue
occurred after formatted device. let's start working on checking if there's pending phone software update. check, go settings  > update & security > phone update >  check updates see if updates available.

if issue still not resolved after updating phone software, next workaround phone , perform hard reset. hard reset phone, go settings > system > > reset phone.

note: please create backup before performing hard reset phone memory wiped out. creating backup, here's how: back stuff.
