w32tm syncs fine from ntpd but GUI control panel window shows access

so have w32tm running in debug 0-116 level can see time sync'ing fine , working.

however... , believe introduced in 1 of preview builds .. cannot certain

which because came across accidentally.

the control panel gui "additional time settings" --- window can manually

update intra or internet ntpd

the windows gui show "access denied" --- interestingly cmd (running administrator) will

also show access denied .

the registry fine (when comparing computer working) other debug level

entries put in --- , working.

i suspect time dcom server isn't allowing gui or cmd interact .. not 100% sure

my next step compare working system. there believe 2 entries in registry for

this ... 1st changing owner , updating access, reverting ownership (usually trusted installer).

anyone ever run this?

have same problems since build 14971 on 3 tablets.

i went far install "real" ntp client: meinberg ntp - however, fails with same error.
