on websites scrambled , impossible read.other websites fine?

some of may due outdated software, incorrect settings, etc. let's sort out providing information below:

• what os build in lumia 650? check, go settings > system > about > more info.
  
• when did issue start?
• can confirm if app , phone updated?
• are using mobile or desktop version browse websites on microsoft edge?
• have tried using other browsers? same result when browsing scrambled websites?
