Can't add Microsoft account during initial setup of Windows Phone - Microsoft Community

i cant  sign microsoft account. have lumia 640xl. after install latest build w10 mobile, phone become slow , wierd use recovery tool downgrade on w8.1. when try sign account during initial setup not possible. doo fint on internet problem , still nothing. in last 24 hours use recovery tool 3-4 times, hard reset 5 times , still nothing. lumia purchased in december 2016.

please beacose dont have anny app, no contact, cant sign 1 drive....
