App Using Cellular Data when Cellular Data is Disabled - Microsoft Community

so, here awfully confusing happened me today, , opens serious concerns windows 10 mobile may not be applying settings properly.  cannot figure out officially submit report to microsoft this, going post description of problem.  curious if else has had issue.

first, bit of background.  use ms lumia 735 , have had year , half.  came windows 8.1 upgraded 10 last year when update officially released, not part of insider program (learned lesson on doing that on main devices with surface pro 3).  pretty light on data usage--i have 1 gb plan verizon , typically use around 200 mb every month--but nonetheless, pretty paranoid , keep careful track of data settings , usage to avoid problems.

today, @ work, listening audio youtube video via app perfect tube pro.  have used app way before, , anytime access media streams on phone, disable cellular data , make sure have connection wi-fi before begin stream.  in fact, have settings such in phone >90% of time, because connected wi-fi wherever going , not need use data while driving between places.

anyway, message, , check messages.  verizon informs me have used 50% of data period.  usually, not big deal, have been accounting data use pretty , should closer 200 mb during period (when checked week after pay period started, @ 20 mb, and, usual, have been strict on cellular data usage).  checked data sense, reported that, on past 30 days, have used little on 600 mb of data, did not sound right.

looking data, perfect tube pro has somehow used on 300 mb of cellular data today.  double-checked settings, , should have been; cellular data turned off, wi-fi turned on , connected, , setting allowing phone use cellular data when wi-fi spotty disabled.  not last setting should matter, because wi-fi both @ home , work reliable.  logged verizon account see their statistics said, and, sure enough, big chunk of in "video" category, pretty cleanly matching data sense told me.

so, how did app access cellular data?  good question.

either way, promptly turned off app , uninstalled it.  cannot trust if somehow gets past os settings on data usage.  however, os should able keep apps using cellular data when supposed be turned off.

just take care of little accounting, other ~200 mb of data usage pretty readily explained data sense.  80 mb each cortana , edge, little bit minecraft, less email in outlook, , rest scattered in tiny amounts among various apps, ones came phone.  surprised how little data skype , telegram used.

another observation never had problem same app before, have not used since last windows update installed, sometime last week, if recall.  store app not indicate perfect tube pro updated... ever, actually.  if issue windows update, somehow, have no way troubleshoot.

just felt ought out somewhere might good.  maybe figure out why apps can access data interface supposed disabled?  incidentally, open suggestions new youtube apps (has play audio when phone is locked, , great if has preload feature, too).
