temporary internet files windows 10 - Microsoft Community

have tried nothing works. hundreds of people have same problem , microsoft has done nothing it. when give decent service customers? appears couldn't february's update work correctly. no doing? seams not. 

the problem having cannot delete temporary internet files on toshiba satellite laptop. when go disc clean lock icon appears along side temporary internet files. when attempt open file indicates file empty, 110mbs indicated on disc clean , number continues increase. disc clean totally in effective. have tried many suggestions proffered on community nothing works. browsers on laptop http://go.microsoft.com/fwlinc/p/?linkid=619797&p  , http//toshiba.eu/symbaloo.com although tend use bing. clear search history , cookies after using it, temporary internet files continue increase. need remove lock icon on temporary internet files in order empty it? if how do it? or there other solution can propose empty file , ensure disc clean work ? many in anticipation of effective solution.         

i had assumed "lock" icon meant had browser running....  , needed lock go away close browser.
