shortcuts and cant install norton - Microsoft Community


hi can me desktop shortcut ie wont work reset windows 8.1 because of it  problems still there shocked find before resetting couldn't access action centre desktop , few other things reset on resetting can reach action centre thru desktop seems fine tryd reinstall norton download manager wouldn't work said send report couldn't said go browser couldn't hp network test cant connect hp servers says iv no internet although have may have problem exe files im not sure can please help. thank you.

  • does internet explorer 11 work if launch start menu? 

  • what exact error message received when tried reinstall norton? 

  • have installed latest updates windows 8.1? 

  • are able access internet through other browser?
