cellular & sim settings control cellular settings phone. if phone on windows 10 mobile, can go setting > network & wireless > cellular & sim select sim settings > highest connection speed and choose preferred connection speed either 2g, 3g, 3g or 4g depending on cellular connection speed that's available in current area.

for windows phone, windows phone 8.1, go settings > cellular+sim (mobile+sim) > sim settings > highest connection speed, then select preferred connection speed available in current area.
