hi earl,

this in fact mentioned in build release notes (see feedback hub):

we investigating reports microsoft edge fails open pdfs “couldn’t open pdf. keeping pdf opening” error.

so solution simple, try , open pdf's lot: more telemetry send ms, higher on 'backlog'. couple of hundred thousand times should |--)
