can academic institution signup free 'office 365 education' program , sign office 365 proplus (faculty/student) csp?

can sign free office 365 education plan following https://products.office.com/en-us/academic/compare-office-365-education-plans step step.  you can change country in lower-left corner of page. 
after registering office 365 education successfully, can buy office 365 proplus.
