family set needs set before can app.
ask parent go to windowsphone.com/ family on computer(sign in there microsoft account,and set family)
l owner of phone may l make thing wrong phone can me?

that message might appear if adult's microsoft account missing information, such account owner's date of birth or country/region. sign in account.microsoft.com/profile, , choose edit personal info.
