Still stuck on the 12% bar so unable to upgrade to build 16199 any - Microsoft Community

i have not been able find feedback on build 16199 + or -  interested in feedback in terms of changes.  mentioned in subject stuck loop @ 12% , await fix.  feedback on installed build 16199 out there?

if have missed please direct me correct threads.
